coolant flush, took half !??

I flushed the rad and drained the coolant from the side of the block just above the the oil pan. The haynes manual says that there are two drain plugs, but I could only find one. Will this matter?
What I can't understand it why it lists the coolant capacity with A/C as somewhere around 17 qts. I can't for the life of me figure out is why when the thermostat kicked in, mine only sucked in about HALF of that. I've checked and checked, and it just won't take in any more coolant. It's not overheating, nor is it running cold. What do you think is going on?

The best way
Remove the top radiator hose end where it connects to the radiator, aim removed radiator hose end in safe direction---start engine and let run---------- as thermostat opens water will come out of radiator hose, keep radiator full of water with a garden hose (adding water where top radiator hose was connected) No worry about hot spots and complete flush can be obtained and nothing needs opened. Time can be saved by draining radiator first by using the radiator drain pet****.
