Fast idle problem

92 F150 5.0L

Posting for a friend
At startup the engine fast idles for 15-20 seconds and kick down to idle speed and stalls.( Only stalls when the engine is started cold.Have to keep the foot on the gas for 5 min til the engine warms up.) Turn the key and engine starts at idle speed and runs.

He brought it to a garage. They changed the alt.motor. Tuneup and blocked off the EGR port with metal plate.

Now the truck starts the same but less stalling.

I change the thottle postion sensor, coolant temp. sensor and removed the metal plate blocking the EGR port. The truck still starts the same.

Anyone know how to get the fast idle back?

Idle speed is controlled by the Idle Air Control Valve (IAC).

It is likely gummed up. Sometimes cleaning will help as a temproary fix, but replacement is normally the answer.

Could a bad idle air control valve stop a cold engine from getting fast idle?
