Unhappy Starter whine/squeal

I have seen this discussed in several threads, with no solution. I have had this whine on cold mornings for three years (and two starters from the dealer). It sounds like the noise you get when you try to start the truck when it is running, but lasts two seconds. Now, this morning (at 0 degrees), it did the same thing as usual (the noise) but would not start. It sounded like the "noise" was holding it back (as if something was causing friction somewhere). After about ten trys, it started. I have talked to many mechanics and dealers with no results. They all say "don't worry". I live out in the boonies, so if this baby doesn't start, it's trouble. If I use my block heater, the noise is less and it starts. Now the plug to the block heater is shorting out, so I have to get that replaced.

Sure would like to find out if this is something that can be fixed.
