Drain plugs on the engine block
I plan on doing a coolant flush and removeing the drain plugs on the engine block.
Is there some sort of dope or sealant I should put on these plugs when I put them back in?

I could not find that Loctite PST. Advance Auto parts had Permatex "Hylomar HPF" gasket dressing and flange sealant. The package says it is suitable for use on Cylinder block plugs.

The block drains are tapered pipe thread. That means they will seal without help and don't have to be torqued down like a head does.
I would use a 3/8 ratchet and when it felt snug quit. I would bet it won't leak.
