Can you take a 97 XL without cruise and put on a steering wheel with cruise? Are all of the components there ready to go?

You will need more than the steering wheel. It requires servos and etc. Which isn't that large a deal to find but does take some doing to install it all.

Try an aftermarket cruise. Doesn't require a steering wheel changeout.
