Ranger 4.0 troubles

Working on a friend's ranger and we can't get the motor to turn over. It was supposed to have been started within the last two years and stored inside with no weather exposure. We've verified that the starter is good and bypassed all of the wiring directly hooking it up. Power, ground, and power to the signal wire. How can we turn this motor over by hand? I've tried a breaker bar with socket on the end of the crank but no luck. None of the accesories are bound up and the belt has been removed. It's an auto so we can't just put it in gear and tow it.

Pull the spark plugs and try to turn it over with a breaker bar.

If it won't turn over with the plugs out, it's seized or the timing chain/belt is broken.
