98 vs 2000

So I went to look at the 98 and the 2000.Both V6 5 speed.
I was surprised to find the 2000 had less power and get up.Both are regular cab.The 98 had a tackometer and the 2000 didn't.The 2000 was a bare bones no power windows mirrors etc.The 98 had more accessories.I think they were both XL
The 98 had 94000 and the 2000 had 54000.I expected the 2000 with less miles to be better.
Is there any difference in the two engines or are they exactly the same.So how can an older engine with almost twice the miles have more power?
I don't think either of them were used for heavy work.
