How do you line up the converter? I never heard of that. What you should have done was turn the trans on end and spin the converter until it fell in four times. The face of the converter needs to be inside the bellhousing.

You can do a quick check to see if the pump is working. There is a black hex head plug on the driver's side of the trans. This is a line pressure tap. Remove the plug, start the engine, and see if fluid is spraying out. I'll bet it isn't, which means the torque converter and pump are going to have to be replaced.

this is truely a rookie mistake. i took the engine out of a 97 4x4 expedition and i put it in a 98 2wd i must of grabed the dipstick out of the 97 witch is to long and it red over full. so i took the pan off and it was almost empty.. so i filled the tranny and it worked... thanks tho and my torque converter only clicks in 3 times not to dispute what you said cus it was all true and awesome advice thanks man

A 4R70W takes about 14 quarts from bone dry.

Some of them with the 5.4 had the E4OD. That takes about 16 quarts.
