Engine very slow to recognize acceleration or deceleration

My truck doesn't seem too slow during accelerate but when I let off the gas it takes a few seconds for the rpm's and engine noise to slow down. Is that normal? I can step on the gas and take my foot off and it seem like it takes forever for the transmission to slow down. I wasn't sure if that was normal or if there was something I could do about that. I have bigger tires and wheels. Maybe a programmer can help with the delay? Any help would be great. Thanks.

I am gonna make a change to my initial post. Acceleration seems to be not that bad. But when I take my foot off the pedal the rpm's don't come down right away. It seems like the transmission is stuck and after a good pause it starts to slow down. Seems like transmission isn't responding properly to the deceleration process.

If your tires aren't over 33" then don't regear......a programmer along with custom tunes always helps the drivability......

88, what programmer would you recommend? I have researched a few and looking to pay around $500 for one. I'm not the most informed when it comes to all this stuff, so I would need one that is user friendly. But also I want one to where I can get the custom tunes so it would benefit my truck and it's specifications.
