No Horn or Cruse controle

I have a 98 F-150 4x4 I lost my horn and Cruse controle all at once, I checked the fuses and could not locate one that was out. Am I missing something please help.

did you check the fuse block under the hood, or just the one inside the cab? If I'm not mistaken those are two different fuses though

I check both fuse locations , how do I check the ring under the stearing wheel?
