F150 tranny question

I have a 97 F150 with the 4.6L automatic. When its cold out it takes a while until the transmittion shifts into OD. Also if I'm cruising down the highway and give a little more gas, the engine revs up about 200rpm then goes back down, w/o shifting. Is this normal?
