is this a relay issue?

So I have a PWC trailer with LED lighting...and last year everything worked super, but this year the running light on the right taillight is not working. The right turn signal and braking light still work and it appears that its the same LEDs that would be used as running lights (just with varying intensity/brightness). Could this be a relay issue? If so how does this work? Is there one relay that controls all of the trailer lights or is there a unique relay for each lighting function (like one for turn signal, one for running lights etc)?

No, it is not a relay issue.

The trailer marker/park lights all work off one wire on the trailer wiring. If your markers work anywhere on the trailer, but not other places the issue is the trailer wiring or bad lights.

Since you stated the right tail light is the only light where the marker is not working that is where you need to look. It is not a ground as the turn/brake light is working. Check the wires coming to the light to see if you are getting power for the marker lights. If there is power for the markers at that light you will need to replace the light. If there is no power coming to that light you need to trace backwards until you find where the wire has lost connection.
