Which of the three ball mounts will not rust as fast.
(1) Chrome w/ chrome ball
(2) Nickle w/ nickle ball
(3) Powder coated w/ chrome ball or nickle ball
I have always used the black powder coated w/ chrome ball. I leave the ball mounts in all summer and they rust inside receiver and have to be beaten to get out and cleaned. The ball also rusts when not covered.
Which is the best and not the best looking.
The simple answer is to remove the ball mount when done towing.

It is not just a function of the ball mount rusting. The receiver hitch rusting also contributed to those sticking ball mounts.
To eliminate the ball mount rust aluminum is the way to go.

As far as the ***** go most chrome ***** are steel coated in various metals before the chrome is added like copper and zinc. Chrome ***** will be the least likely to rust. You can still grease a chrome ball. This should not only add a level of lubrication but also help protect against rust when not towing.
I highly recommend cleaning out the inside of the receiver and making sure it has a fresh coat of paint after the rust is removed to help prevent future ball mounts form sticking.

Aluminum obviously can not rust. Most of the high dollar ball mount ball adjustable combos are coming in aluminum mounts only... with the exception of the cheapo ($45) tri-ball Buyers/Reese combo ball and the high end B&W ball mounts ($250)
Even though the B&W is not available in aluminum, I think their design is the strongest.
