Steering Issues

Hey guys, not sure where else to post this, so here it goes. The last few weeks ive been having a strang sound coming from the front end. It kinda sounds like a cross between a sick cat and an old school police siren (awesome description, right?). When I turn the wheel side to side, I can feel a little bit of a grab in the steering, and the noise kinda sounds like its going in and out. The thing thats really throwing me for a loop is that the sound fluctuates with RPM's, from idle to about 1500, where it tops off. Any ideas on what it could be? Im trying to avoid taking it to a shop until I have a pretty solid idea on what it is. Let me know what ya'll think.

PS, added some power steering fluid to it today, it was a little low, but that hasnt seemed to help. Only took it around the block once though.
