Wheel bearing adjustment

Can some one tell me the correct method when you change out the bearings as to how tight to adjust the bearing nut. I'm thinking I'm having an issue with one side that it makes a rolling sound when the brakes applied and that wheel is much more dirty than the other. I'm thinking it may not be tight enough and the disc is rubbing against the pads too much plus the rolling sound may be the bearings themselfs.
I did the turn down with wheel spinning to 10 FtPds then back off 1/8th of turn.

Are you sure this isn't the brake caliper hanging? It would explain the dirty wheel......

Yep this is my bet also a caliper that isn't releasing well drags the pads and makes a heck of a mess by eating away at the pads.
