After talking with 4x4 shop, reason why I lost towing capability is because rear bumper/reciever is no longer attached to frame directly.

Actually the exact words are "21 REAR BUMPER BRACKETS ARE TO ENHANCE APPEARANCE ONLY, BUMPER CANNOT BE USED FOR TOWING. "

It does not say anything about losing capability to tow with your reciever. So you lost all towing capability, bumper and reciever? Anyone else with a body lift please chime in.

With the help of PA. was able to get the shop to admit they messed up. Waiting to hear of a resolution. Thanks to all that helped. I still think he used an 05 kit and is now going to have to scramble to find the 06 brackets. He billed me for the 06 part number so he has agreed to no more money. He tried to tell me the kit wasn't out yet. Doing your homework really pays as I was able to quote PA technician.
To answer a question several have asked. If you have a hitch mounted to the frame towing will not be affected.

That's weird, I've never seen that before. Do you normally ride around with your floormats on your bumpers? Very unique mod.
