The piece in question is....

the tab that you place your bottle jack that came with you truck under to jack up the front wheel.

Klitch- no kidding, the only reason why I know this is I had to put my spare on a few weeks ago after I ran over a bolt in the road and it got stuck in the tread

You have a bottle jack? I got a scissors type jack with mine. My owners manual says

• Front
Note: Use the frame rail as the jacking location point, NOT the control
arm.

Yes the prior to 04 used a sort of bottle jack. It looked like a hydraulic jack but was actually a screw jack. The 04 comes with the scissors jack, similar to the one I got with my 71 Comet GT when I bought it. They have been around that long.
They A arms on previous years, were I believe, all steel, rather than aluminum. That's why we have to use the frame now.
