track bar issues

Got an '03 Expy, one of the track bars where the ball joint attaches to the lower control arm has more movement than the other. So, one track bar moves more than the other.

I'm having a hard time trying to tighten down the bolt under the ball joint. Can holding on to the ball joint while tightening the bolt at the same time make it hold better, meaning less pivot movement at the ball joint area and so less track bar movement?

-- I already know there should be some pivot movement on the track bar but one moves more than the other.
