Sounds like you will need one more rack on the cab. Years ago I had a wooden rack set that had rubber suctioncups and adjustable straps. It could be mounted on almost anything, anywhere.

I was just thinking about and it was YEARS ago. 1977, I hauled a queen size brass headboard and footboard on top of a '74 Charger from NH to VA. (Wedding Present)

my problem too...ive got to get some 20ft 2x12's to the house from home cheapo...all that truck and no roof rack...i've got the camper shell so theres a YAKIMA rack ive seen that might work...can i get some ideas
from my well appointed crew family...

I know how you feel about drilling holes and all in your bed rail. Have you ever seen the "Weekender" ladder racks made by Weatherguard? I had them installed in my old truck (96) and they worked great. When I got my Screw, I had to have the ability to carry a ladder. You have got to be an adjuster or a contractor or something similar. I can speak from personal experience, the weekenders are the perfect resolution to most problems. One catch you have to have about 9 holes drilled in your bed. 3 in the rail itself in the front, at the bottom of the bed in the front, 4 on the support pillar in the rear and 1 on the bottom of the rear. The best thing about them is that in 2 minutes time you can have the racks completely removed for storage. The mounting brackets still stay, but no one knows that you can carry a ladder like that. Also, if you have the bed extender, it still works fine, unless it's installed wrong. The bolt sometimes has a tendancy to scratch the aluminum in one place, and its nothing more than you'd get from normal usage. As for drilling holes, the kit comes with some nifty little self installing nuts. You drill a big enough hole, these things drop in and you tighten them down and they become permanently mounted. They actually look good and there are no gaping holes. You can completely remove the entire setup in about 10 minutes.

Don't laugh, but I really saw a guy do this.
He had a 2" square piece of wood coming out of his drophitch, bolted to a make shift 2x4 arm that came up and had an additional 2x4 with end caps that allowed him to carry long objects without having any racks. I have now clue how much weight they could support, but I do know that he used a cheap blanket on the cab to keep from scratching the truck and he had the same 2x4 with end cap setup as the rear on to of the blanket. he used those winch straps to hold it all secure to the truck. Here's a make shift drawing for you to laugh at!!

Post ladder rack

I just got a new job where I have to use my truck. I need to get a ladder rack to haul a 28' ladder which is about 14' closed. There are no post holes and I don't won't to drill especially in the bed rails. I thought about getting a camper shell with a ladder rack the problem is only 5' of the ladder would be on the rack that would leave 9' hanging over the cab and I'm afraid that it may bounce and damage my roof.

adamski's post gave me an idea that would be your cheapest solution.
(If you have a hitch receiver)
Rather than buying a $1500 cap with a rack, buy a front receiver for your truck, then have an ironworks shop fashion two goalpost type racks with the leg long enough so that each cross bar clears the cab(maybe 6 feet). The uprights only need to be far enough apart for a ladder and maybe 4 inchs high.
You would have to open the 14' ladder enough to reach the length of the truck. When not in use the two racks would fit in your bed.
Total cost, 150 for the front receiver and maybe the same for the racks.

I was able to come up with this with only a double digit IQ.
