Intermitent Wipers not working

For the last several months the intermitent windshield wipers have been not working properly. They will move from the starting position and then freeze in the up position, for the length of time selected. Then they will go to the start position and do the same thing. I checked the fuse for the wipers and it is fine. The wipers work fine in the fast/ slow setting, though. I figure the intermitent timer is going out. Any ideas on how to fix it and where it may be located?

That's not the intermittent timer, it's the wiper motor. The motor is losing power at peak stroke. Once the wipers are in mid stroke, they should continue to the end regardless of the position of the switch.

But the wipers work fine when in low or high. If it was the motor I would think they would do it no matter the position of the switch. What do you think?
