streaming Pandora music via sync and phone

First, Pandora is not Sat radio.
It uses data... not minutes. You want to stream to your radio? You need some type of connection between the two. Either 3.5mm jack, Bluetooth (if both devices can stream stereo via BT) or some other way (depends on your phone and radio.
Personally, I connect my G2 via 3.5mm jack (as my radio does not stream via BT).

My 2011 allows audio streaming via bluetooth, but I'm not sure if older models do. I'm assuming not, based on tcope's comment above.
Bright side is, Ford already allows for full control of Pandora through the head unit via Sync on the 2012 Fiesta and Edge, and this functionality is supposedly coming down to the rest of us in the next software update. No date on when that's going to happen, but it'll be soon. I'm stoked because I listen to Pandora constantly, as Sat radio isn't really an option in Alaska thanks to the mountains, and with the new update I'll be able to control Pandora through my steering wheel controls.
