Question Headlight Aim

Wne Ford alignes the lights at the factory do they do it unloaded or with the truck sitting "Level" ?
I ask because Ford assumes when they design the suspension that the truck is 1/2 loaded.
(this is why I assume isn't not level when empty)
So does Ford do the lights the same way?

Mine seem lined up pretty well when the truck is empty.
