When the server "load" (i.e. the amount of work the server is doing relative to the amount of processing power) exceeds an admin defined number, the forum software displays that message. It is more of a precaution than anything else, to make sure the server doesn't get too overloaded. It's really nothing to worry about if you see it for a few minutes (constantly hitting reload could aggravate a high load). If you see it for three straight hours, be concerned.

By the way, I get notified by email if the load gets really excessive. The server will reboot itself if it gets really, really excessive. It looks like we recorded another record number of online users today, which may explain the usage spike.
