I'll redo it tomorrow once compound gets here. Yes, I cleaned that heatsink with a fine wire brush, bottom mount surface is super clean that mounts to the metal fender, fins clean & clear.
Heatsinks on aircraft are the same as computers and I do know how critical they are but I was trying to "follow the book" as we say in aircraft MX. I also knew this Ford manual is technically the same as it was written in 1993. Not updated, so I thought heatsink compound may be a better product to keep heat off the ICM than what was called for in 93 in the book. I did notice it calls it "compound" as well, but I focused on "dielectric" was my mistake I think.
Yes, heatsink compound is just that, heatsink bond, nothing to do with electric circuits.
