1996 ford fuel problem

Hi Folks! I have a 1996 ford f150, straight 6 cyl, 5 spd, fuel injected truck that I am having nightmares over. I just can\\'t seem to find the problem. I\\'ll try to keep this as brief as possible.
Problem=
*Truck died with my son coming home from college, I tried to restart to no avail.
*Pulled truck home and thought I would try to check the obvious first.
*Checked the safety switch behind the right kick panel, Was Okay.
*Checked power to the fuel pump, no power.
*Checked fuse under hood to the fuel pump, fuse blown, replaced.
*Checked power at fuel pump have power now.
*Had someone turn key on while I listened at the rear tank, fuel pump came on.
*Tried to restart wouldn\\'t start.
*Checked pressure at fuel rail, no gas came out or barely any.
*Removed fuel filter and black gunk came out the side next to the tank.
*Installed new filter.
*Recharged battery, Tried to start, Success! runs great.
*Turned key off and switched to front tank, tried to start, no success.

My question now, What would be the next step to fix front tank so it will run when switched?
The front tank has not been used in probably a couple of years, but is full of gas.

So all of that was with the REAR tank? Was the truck abandoned for some time? How long since the rear tank was run dry? How long since someone tried to run on the front tank? Read these captions:

The above pickup is mine and I got everything straightened out and it runs great just not on the front tank. no problem I'll run it on the back tank for awhile. I drove the truck for awhile since two days ago, and all of a sudden it won't start. fuel pump runs and it cranks freely just won't start. the valve on the fuel rail builds pressure because when I push the valve gas squirts out. I think I may have an electrical problem because last night when I got home I smelled a strong electrical scent. anyway it started this morning, I went to the store and back. the next time I started somewhere it wouldn't start. If anyone can suggest something I would be more than appreciative.

That tells you NOTHING. Get a fuel pressure gauge.

I thought the truck had to be running to check the fuel pressure?

No, an electric fuel pump runs and pressurizes the system when you simply turn the key on.
