Spins, but won't start
I have a problem on a 96 150 with 4.6 L six cyc, auto. Engine turns over fine, fuel pump running, can smell gas from exhaust, no fire! Checked all fuses, even under hood, all OK, got to be a MODULE or relay gone bad somewhere. Truck was running fine when I parked it overnight!

If the fuel pump runs, then both of the relays are fine. If the fuel pump turns off ~1sec after releasing the starter (or after turning to RUN if you don't try to start), then the EEC is probably fine. Does the rotor turn smoothly in the distributor during cranking? Does the coil throw a steady spark? Read these captions:
