yep, a welder.
take off the bumber, cut the frame horns off of the frame (a sawzaw or plazma cutter works good-torches are messy), get a couple of pieces of flat steel (about 3/16-1/4 in. thick) tack them to the horns, put the horns back on the bumper, have a couple of friends hold the bumper in place, tack the plates to the frame really good, take the bumper back off and weld away.
