How to change Fuel Filter
Not sure how different the 96s are from my 88, but heres how I did it:
Flick the emergency gas cut-off switch off. Im not sure if thats what it is called, but it is designed to cut off any fuel flow when you get in an accident. On mine, it is located on the firewall inside the cab, just behind the clutch pedal. I believe I had to pull it up to make sure it was off.
After that, turn the truck on until it stalls itself out to ensure most of the fuel is out of the system.
Then, locate the fuel filter on the frame rail under the cab. Pull out the plastic retainers on each side of the filter. Remove the fuel lines from each side of the filter. Be sure to have some rags handy to catch any gas that may spill out of the filter.
Hook up the fuel lines to the new filter and put the plastic retainers back.
Turn on the fuel flow again by flicking the cut-off switch on again.
Start your truck. It may take a few cranks to start while the fuel gets back into the engine.

This is the larger size for the fuel tank fittings, but they have all the various sizes.
I never had any problems with the fuel filter fittings myself, and even the cheap plastic tools would work good. I guess it's just a matter of which ones decide to be stubborn.

I replaced mine this weekend took me about an hour because I never did it before. Here are a few tips to make the job easier. These tips are covered in the how to I just wanted to reiterate them.
On my 95 (302 V8 5.0) there is a pressure release valve on the fuel line located on the drivers side, it T's off of the same line that supplies fuel to the fuel injectors. Looks just like the valve on your tires. I put a rag on top of the valve and depressed the button until the gas stopped coming out, no gas = no pressure.
The fuel filter fuel lines are near impossible to get off the filter without removing the housing from the frame of the truck. I tried and tried to get the filter off without removing it with out any luck. Once I removed the housing it took me 5 min to disconnect the lines and install the new filter. You can get the tool to remove the line for 6 bucks at AutoZone.
Don’t forget to wear some safety glasses, even thought there is no pressure in the system there is still fuel in the lines and the filter. Theres nothing more painful than getting gas in your eye.
