passing emissions tests

I've got a 94 efi 300 inline 6 and was wondering if both of the cats were acctually needed to pass an emissions inspection? Both of mine blew out and i figured i could get away with replacing just one of them and passing. Oh yea also its in the houston area any help would be fantastic as my headers are about to be here and i want to know if i can just put one cat on each exit and still pass

I'm not familiar with the way they do things in Texas, but technically it's a federal crime to remove any emission control equipment, so if you are subjected to a visual inspection, I would think they're going to want to see what is supposed to be there. Try calling around to some of the inspection stations, and see what kind of feedback you receive. Who knows, you might get lucky.
