4 high 4 low problems

04 ford f150 5.4 4x4 automatic transmission

can someone tell me why i can switch my truck into 4 high but if i put it in 4 low it wont go it stays in 4 high

Is the truck sitting still and in neutral with the brake applied when you try to put it in 4x4 low?
