Did you ever get this sorted out? If you put the switch in 4x4 Lo and it still drives as if it were in Hi range, regardless of whether or not you have 4x4 operation, then yes the TC motor is where you should start. If you are just having problems getting 4x4 to work and the truck shifts into and out of Lo range as it should, then it is most likely one or both of your IWEs.

The IWEs should lock the halfshaft to the wheel when the truck is off, regardless of switch position. Jack each front wheel, one at a time, to confirm this. They should unlock from the front wheels when the engine is running in 2WD, and then lock up when the engine is running in 4WD.

My passenger side failed unlocked, meaning it would never lock in even if I removed the vacuum line. Thus, I had no 4WD because the front differential is open.
