P0231 Fuel Pump Secondary Circuit Low help

can someone tell me what is causing this code

No. 1 cause is a short to the ground, No. 2 cause is fuel pump relay, and No. 3 is a PCM problem. Keep in mind these are text book answers, but a good place to start.
