paint help needed

I have a few baint bubbles with water under them and need advice on how to take care of them. The bubles don't look rusty yet, but I would like to get a handle on them before they do. I have done some very lite body work before, but any advice would be helpful.

It is not a usual thing to have water inside a bubble...... Can you take a couple pics and show me what you are talking about exactly?

Ultimately, the only way to fix it to sand it back until all the damage is feathered, prime it with a rust inhibiting primer, then a sandable primer. Let it dry, sand with 500, mask and re-spray.

Like I said... water under bubbles? if there are bubbles, it pretty much guarantees cancer.
