I agree with you. It's a package....not a designation of 4x4. The 4x4 is a given. It's the Ef Ex Four package of the 4x4.
Plus read how Ford marketed it on the side of the truck. The letters F and X are in one color and 4 is in another color. Thefore FX are to be read as letters of the alphabet, and the number 4 is to be stated as such. If it was "F by 4" then I'd expect three different colors with the 'x' as a lowercase. Bottom line is that the FX4 is the answer to Z71. And when you hear Z71, it's a given that it's a 4x4. IMHO.
Although "Ford by Four" definately sounds cool.

Eff x four. If you have an FX2, would you call it eff by two, or four by two? It's eff x 2. Was the RX7 the R by 7? How about the 280ZX, 280 Z by? 4X4 denotes a drivetrain option, typically not a package or trim level.

not to mention... 4X4 are called "Four By Four" because there are 4 wheels that all 4 drive. If you argue that it is "F by four" then where are your 4 F's and do all 4 F's drive the truck????
Do you also call it a "El-ay-are-eye-ay-tee"
My FX4 is a 4x4 ("four by four") but it is called a FX4
