Need to Paint Bumper Cover

I have a 06 F150 XL work truck model bumper cover is black plastic with a little texture can it be painted the same color as the truck?
Some guy told it can't it will peel off in about six months is this true?

i have painted several similar pieces using an adhesion promoter, then primer and paint (several good coats each), followed by a light clear coat then several heavy clear coats. [i've read it's best to stick with a single manufacturer.] generally they have held up well, but i have had to do some touch ups (from stone chips); not much different from touching up my regular painted bumber. the texture is the biggest difficulty. in my experience, heavy sanding is needed to smooth out the OE texture; very time consuming. not exactly an easy or simple project, but i would say definitely "do-able".

Thanks silverflare, some guy also mention that adhesive promoter also
but ill look around at some body shops in my area

Here, check out this thread. This guy replaced that black plastic with a PTM Ford piece.
