The wiper on the right side quit working. It moves just a little and the left side works great. It is housed quite deeply.

Is this a linkage problem or a motor problem?

 

I had the same problem with my 98 when it one of the wipers froze to the windshield and the other kept going. There's a cap on the wiper arm where it attaches to the cowl. Pry it off with a screwdriver and there's a bolt holding the wiper arm are on. Just tighten it up and it should be good. To me, it looked like the nut was supposed to come loose before any damage was done to the wiper assembly.
