buy an SWR meter and follow directions or take it to a cb shop on the highway and have them do it.
The SWR meter is screwed in linebetween the antenna lead and the CB radio. Then it is a matter of adjusting the height of the antenna to get the highest output reading on the meter.
My first Cobra CB did not put out the maximum wattage allowed (also measured by the SWR meter) so I took it back to the store and their repair guy opened up the radio and made some adjustments. After that it put out more than allowed and I was a happy camper.

The CB has to have the capability to use the PA, if you don't have a PA switch or jack on the back of the CB you can't use it.

Better than any radar detector....
I was actually thinking of picking one up just to have fun with, the walmart near me has some Cobra unit for like $40. My house is right on a semi-major highway so there's tons of trucks going by every day. I was going to swipe the Motorola set out of my grandparent's Buick but one the relatives totaled the car before I got a chance to go down there again.
Do they come with an antenna? I'd think so, you can't use it without one. Cell phones are nice but when you think about it they're pretty limited. You can only talk to people you "know" more or less and they don't work everywhere. CB lets you strike up conversation whenever with some bored trucker(my grandfather used to do this all the time when I was a kid, we'd just drive around and we'd start yakking into the handset with some random trucker)
How would I mount one in my truck? A '93 F-150 XLT Supercab? I guess t could go on the ceiling but then I'd have to run the wires somewhere. On the dash would be easier I suppose.
Where does the antenna go? In my grandfather's Buick Century or something the antenna was just one really long wire that went along the firewall, tucked under carpets and trim, and into the trunk where it was kinda then spread around the walls of the trunk and it seemed to work well enough.
