Tire pressure, hot or cold?

When is the right time to measure the pressure? Before you drive it or after? If I put 32psi when cold, when the tires heat up while driving then the pressure goes up like 2 to 3 psi. Then I'm driving around with 35psi. Don't know

Overnight--COLD. The mfrs. take into account the rise in air pressure when heated up.
