Paint Shop Pro is very affordable and downloadable. I use PSP and Photoshop. Photoshop is too expensive for learning.

I tried, but I don't think I can improve on that pic. It's already funny enough!

You can find Paint Shop Pro on sale at Best Buys for $59 at times. Normally $99 and well worth it.

Photoshop is VERY cheap if you are/know a student. (around $99 I think)

Edit... not quite that cheap ($260), but their packages are great ($500 for everything adobe makes.. acrobat,preimer,photoshop,illustrator etc...)
