I ordered my grills from www.fordpartsonline.com The upper grill came with the whole surround painted to match the truck. The funny thing is the lower grill is just the grill and is more expensive then the upper
Im not sure what the upper and lower cost me as i did this a while ago. As for the install piece of cake. Take the plastic fan shroud off the piece with the belt stickers on it. Then unscrew all the screws on the top holding the grill surround in place. Then take out the headlight corners by unscrewing the torq screws holding them in place, behind the corners are the last 2 screws holding the surround in place. Also there are 2 clips in the center of the grill holding it in place pop them off. There are also few clips holding the bumper to the surround the clips are all under the lights and off comes the surround be carefull you can scratch the bumper with those clips. Then just pop the new one on and reverse the steps to take off the old one and there you go 01 grills on your truck. The bottom grill is easy just a few bolts take it out then pop the 01 grill in place. Hope this helps.

Thanks for the great tips. For the upper grille, I was going to buy one from someone that took it out of their truck - they replaced it with an aftermarket style. So, can I still get the '01 grille in my '99 opening?

YES, you still can take a '01+ grille and put it in a '99/'00 grille opening. That's exactly what I did on my truck. I took out the '01 grilles to paint them black and everything is identical in the '00 shell as it is in the '01 shell. Easy swap.
