Is 264-2953 the correst Cam kit?

Is 264-2953 the correst Cam kit?

I went to pick up two cam bolt kits from Napa yesterday and I got the kit pictured on the boards a few times. The part number is 264-2953 but when I read the instructions the application said it was for a 1995-96 explorer and as I started to look through the parts, there were only two thrust washers. Do I have the wrong kit?

That's the kit i bought, but I'm short two sets of thrust washers

actually you need 2 kits. one for each side.

I bought two kits, but in each kit there were only 2 thrust washers.

Two are supposed to be on the bolts and two loose in the package.
