ANY shock is an improvement over the stock '99 shocks.

The Bilstiens are really good upgrades.

Beltech Nitro Drop/Nitro-Actives are also good upgrades.

They are about the same price which ever way you go.
(within $15 of each other)

Just don't expect difference jounce and rebound ratings between new stock shocks and new Bilsteins. They're very similar, per a shock dyno. On the other hand, the stock 99 and 00 shocks wear out very quickly, so any shock after 8000 miles is an improvement.
