Another plug question

With guys blowing out plugs and these aluminum heads how tight should plugs be? Also is it really noticeable if one plug is not firing?

I believe someone said 15 LBS was proper. But you MUST check the every so often to make sure they do not blow out of the head. Yes it is noticible that one plug is not firing.
