Question Front end clunk

Ok, I'm not a mechanic so don't blast me.

I finaly got under my truck to check out the movement on the bolts that cause the clank and found movement on the left side. What I also found was that the bolt on the left side has the built in washer (I don't know the correct name) while the right side doesn't. Is this normal?

I'm not asking for an answer to the clunk problem. I have read about 1001 post on that topic.
I would like to know if finding two differrent bolts on a brand new truck is common.
