I'd bet money its your linkage. I had the exact same problem in my '95 Z28. It happened infrequently for a while but became more and more common. Even though you put the vehicle in park (even multiple times), the key won't come out.
The short fix solution (i.e. you park at work and HAVE to get your key out) is to let it roll backwards a slight bit in Neutral and then try it. The real fix is to get somebody (i.e. Ford/warranty or transmission shop) to adjust your linkage. It shouldn't cost much at all (if not free, very easy to do from what I understand).
