I would try carpet cleaner first. I bought Turtle wax Carpet-upholstry cleaner that comes in can with brush top. I had some spots ( not tar) in seat and carpet it removed easily. I have used wd40 to remove tar from non porous surfaces but never tried fabric or carpet.

Good luck
Doug

3M makes a 'Bug & Tar Remover' that I've used for years. Dab it on, wait a few minutes, rub it off, then wash the area (important) to remove the remover.

Castrol Super Clean will also remove tar or grease from floor mats.

There's a product called "redhot" from Auto Magic that works REALLY well on this type of stain (as well as all other stains). But it's only sold through detailing supply distributors.

It's worth a try if none of the other ideas work. Check with your local detailing shop.

Mineral spirits. Tar is a petroleum product. If its on the paint outside, gasoline works great.

WD40 works well when on the paint. Maybe try something like lifter one stain remover, maybe. I would always try it in a spot not seen too easily.

WD 40 will disolve just about anything. But on the interior you would have a cleanup job to get the WD40 out. I have used it for Tar, Gum, all kinds of adhesive residue, paint overspray, grease.....All on NON porous surfaces.... You get the idea

If you haven't solved your problem yet, try GOO GONE but follow the instructions for carpet and upholstery closely.

If you haven't got the tar off yet, try a small amount of Go-Jo hand cleaner. Just rub in in.
