Question Headlight problem

Hey guys,
Without warning, both headlights won't go on today.
Checked bulbs, fuses and they are ok. The hibeam indicator is always on, flicking the dimmer does no good. All other lights including fogs are lit. Even 'Flash-to-pass' is no go.
Any help would be appreciated.
Frank

Might be the high beam/turn signal arm. Any voltage at the headlights? relay?
