Question Trouble with a boost bypass actuator

I have a 2004 lightning and im haveing trouble i believe with my boost bypass actuator. When i hit wot boost works fine hits 10 psi but for some reason when it falls it stays at 2psi. I am not for sure if its the actuator gone bad or maybe a vacuum problem? WHen i start the truck up the guage goes to vacuum and stays there untill boost is used. It sticks just about everytime i use boost but eventually falls after a couple minutes of normal driveing conditions. I have done everything i know to do to the actuator without takeing it off and replaceing it. I have even heard that ford doesnt just sell the actuator by itself but i dont know. if anyone could help me out with this issue i would be thankfull.
