The lead vehicle looks like the DC police. Maybe the L was pulled over for looking, sounding and generally acting in a threatening manner. Which would mean, of course, that it could be any one of us.

 

Looks to be sitting a little tall to be a Lightning. But if it is a Lightning, it's a 2000.

Could be a Sport or an STX.

It does look like it may be sitting a llittle higher than an L but that may be just an optical illusion because when you blow the photo up, you can see that there isn't a lot of extra space between the top of the tires and the bottom edge of the wheel well, which would indicate a lower suspension and larger tires than on the regular F150.

Unfortunately, enlarging the photo also distorts the image enough so that you still can't read the fender badge. You can see, however, that there is a passenger in the truck.

 

Maybe it's their chase vehicle?
