That's a decent price. Ford Racing has them listed at $224 a piece. I'd call Steve at Tously Ford. He might be able to get them cheaper than that.

I realize that is for the newer 14mm style bolts. I have a 99 and was wondering if those rims would be okay with me 12mm bolts?

Look at the other stuff they are selling - they the 12mm 99 wheels as well

how could it be $425 plus $80 shipping? $500 for a set of brand new OEM chrome wheels?

Can the '99 wheels be used on a '00 or higher Lightning without any modification?
